SLK Development has secured the Planning Permit for the first phase of its landmark Horizon Towers – Riviera Living development, marking a significant milestone for one of the largest private real estate projects planned along Larnaca's emerging waterfront.
The Larnaca District Local Government Organisation (EOAL) issued the Planning Permit on 31 July, authorising the first phase of the development, which is being undertaken by SLK Development – Sajrawi Leibovich Karekla in the Livadia area.
With the permit now in place, construction has officially commenced, marking the project's transition from planning to execution.
The first phase will comprise two 20-storey residential towers offering 198 luxury residences, forming part of the wider Horizon Towers masterplan, which will ultimately deliver 530 premium homes. The development will also feature a six-storey mixed-use building incorporating restaurants, cafés, contemporary office space and a luxury spa, creating a vibrant lifestyle destination.
Meanwhile, construction of the company's second flagship development, Lumina Mare, located within Larnaca's new Marina district, is progressing rapidly, underscoring SLK Development's long-term commitment to investing in the city's transformation.
Commenting on the milestone, Rober Sajrawi, Chief Executive Officer and Director of SLK Development, said, "Securing the Planning Permit for Horizon Towers, while construction progresses simultaneously on both Horizon Towers and Lumina Mare, represents far more than a significant business milestone. It is the moment our vision becomes reality. We are not simply delivering landmark developments—we are investing in the future of an entire city."
"Our ambition is to help create a modern ecosystem that attracts investment, innovation, entrepreneurship and high-value employment opportunities, generating sustainable long-term value for both Larnaca and Cyprus."
"With construction already underway, we believe this is the right time for investors, businesses and international organisations to become part of Larnaca's next chapter of growth."
