Public consultation underway for landfill tax on municipal waste, Environment Department says

The Department of Environment of the Ministry of Agriculture, Rural Development, and Environment has announced that a public consultation is in progress for the proposed Landfill Tax on municipal waste. Cyprus remains one of five EU member states without such a tax, which is common across most of the EU.

According to a study, the proposed tax would start at €35 per ton, increasing by €5 annually. The final rate will be determined based on feedback from stakeholders and the public. The measure is part of Cyprus’ Municipal Waste Management Strategy 2022-2028, approved in 2022, with implementation planned for 2025.

The department underlined the urgent need for action, as landfill rates in Cyprus stood at 67% in 2020, among the highest in the EU. Failure to meet recycling and waste reduction targets for 2035 could result in penalties.

The tax aims to discourage mixed waste production and promote waste prevention, reuse, and separate collection to increase recycling rates. As noted, it will only impact cases where these policies are not followed. Additionally, revenues from the tax will support local waste management initiatives.

The government is also in talks with local authorities to refine the "Pay-As-You-Throw" (PAYT) system, which complements landfill tax efforts by incentivising waste reduction.
