The Cyprus Securities and Exchange Commission (CySEC) has published a consultation paper (available here) proposing updates to its Directive on the Register of Beneficial Owners of Express Trusts and Similar Legal Arrangements (CySEC Directive).
The amendments aim to align the CySEC Directive with planned amendments to Law 188(I)/2007 for the purpose of harmonising national law with Article 74 of Directive (EU) 2024/1640. Pursuant to these changes, general public access to beneficial ownership information is revoked. Access will now be granted only to individuals or organizations able to demonstrate a legitimate interest, in line with a relevant ruling of the Court of Justice of the European Union.
The consultation paper includes an annex with the specific proposed amendments.
Interested parties may submit any enquiries to the Policy Department of CySEC at policy@cysec.gov.cy by 24 March 2026 the latest.
