Respectco planning mixed-use tourist and residential development in Pyla

Respectco Ltd, a company owned by the Iacovou Group, is planning a mixed-use tourist and residential development on the seafront of Pyla, in the Larnaca district.
The proposed project, which has secured approval from the Environmental Authority, will be built in the "Kafkalia" area of the Pyla community on a plot with a total area of 13,014 square meters.
The development aims to meet some of the residential and tourism needs of the broader Larnaca region while also creating new jobs and other associated benefits.
The proposed project will include a five-storey hotel with a height of 34.20 meters and a nine-storey residential building (apartment block) with a height of 42.30 meters, featuring a rooftop garden. The residential component will consist of nine two-bedroom and nine three-bedroom apartments, also featuring rooftop gardens. Both buildings will share a unified semi-basement and underground space of approximately 310 square meters.

The hotel will offer 182 beds and various communal hospitality areas including a restaurant, café, bar, spa, gym, and two swimming pools—one indoor and one outdoor. The hotel’s outdoor area will include 43 parking spaces, while the semi-basement parking area will offer 65 additional spaces. Within the semi-basement of the hotel, there will be both the indoor and outdoor pools, covering areas of 251 sq.m. and 397 sq.m. respectively.
The semi-basement of the hotel will also house the electromechanical plant, a gym room, shops, a hair salon, restrooms, changing rooms, kitchen, breakfast room, café, laundry, kitchen storage rooms, and food preparation areas. Meanwhile, the underground area, situated 4.85 meters below the current ground level, will contain the pool machinery room and the maintenance office.
The exterior of the development will include both private and public green spaces, as well as an additional pool. The residential apartment block is expected to house 18 units and accommodate approximately 55 residents. The public green space will cover around 1,150 square meters, with the total green space area amounting to approximately 1,300 square meters. Access to the development will be provided via the Larnaca-Dhekelia Road.

According to the environmental assessment, the plot under review is situated at an elevation of 2 to 4 meters above sea level and is relatively flat in topography. Currently, the site is used informally by the public for parking and accessing the beach. A geotechnical survey indicates that some filling of up to 0.60 meters in thickness may have taken place on the plot—likely from excavation works associated with other nearby buildings.
The proposed development lies approximately 22 to 32 meters from the shoreline. The construction site is about 3.5 kilometres south of the centre of the Pyla community and roughly 7 kilometres northwest of the Larnaca port. The southern boundary of the development site borders the coastal front of Pyla, also at a distance of about 3.5 kilometres from the community’s core.
Southeast of the site, the centre of Oroklini’s residential core is approximately 3.5 kilometres away, while the organised beach of the Cyprus Tourism Organisation (CTO) is located 540 meters to the east. The British Sovereign Base Area of Dhekelia lies about 2.2 kilometres away.
To the north, the site borders the Larnaca-Dhekelia Avenue, which provides access to the development. Within a one-kilometre radius of the project site, there are existing hotels, residential buildings, cafes, restaurants, shops, public infrastructure, and other tourism-related developments.
