Nicosia Mall investors secure Council of Ministers' approval for new Limassol mall

According to exclusive information from InBusinessNews, the Council of Ministers, during Thursday's meeting, approved the licensing of the company that also owns Nicosia Mall in Nicosia, effectively bringing to an end the multi-year battle over the development of two new malls in Limassol.

Relevant applications had been submitted by the shareholder group of Nicosia Mall, which, in collaboration with the Papantoniou Group, aims to develop a modern shopping center on the eastern side of the city.

A similar application had also been submitted by Atterbury Europe, the owner of Mall of Cyprus and Mall of Engomi in Nicosia.

With Thursday's decision, the Council of Ministers granted a license to the mall project proposed by the Nicosia Mall shareholder group. A decisive factor in this decision was that the development will take place within a commercial and industrial zone, specifically in Agios Athanasios.

According to the Environmental Impact Assessment study published in 2024, the development site is located in the southern part of the Agios Athanasios industrial area and is considered suitable in terms of accessibility, both from Limassol city center and from the Nicosia–Limassol/Paphos highway.

As noted in the study, three new roundabouts will be constructed on the existing road network (one in the southern section, one in the southeastern section, and one in the northwestern section) adjacent to the project site, to ensure smooth traffic management.

Access to the proposed shopping center will be via the existing primary road network of the area (Agios Athanasios Avenue), with entry to the development through Andreas Kariolou Street (on the southern boundary of the project) and Evelthonos Ioannidi Street (on the eastern boundary).

To further facilitate traffic flow and access during the mall’s operation, additional road adjustments are planned along Andreas Kariolou and Evelthonos Ioannidi streets. These include the creation of three smaller roundabouts to ease vehicle movement and manage entry and exit both to the proposed mall and to the existing Jumbo megastore located south of the development.

The key challenge will be ensuring smooth integration into the wider area, as well as the prompt identification and resolution, through practical and implementable measures, of issues related to disturbance and traffic congestion. This will require road infrastructure capable of effectively handling the inevitable increase in traffic.
