Cyprus, Greece, Israel, and US advance energy cooperation roadmap

Cyprus, Greece, Israel, and the United States are moving forward with plans to develop a joint Energy Cooperation Roadmap under the 3+1 Energy Dialogue framework, following a ministerial meeting held in Houston, Texas.

In a Joint Statement issued after the meeting, Energy Minister Michalis Damianos of Cyprus, Greece’s Stavros Papastavrou, U.S. Energy Secretary Chris Wright, and Israeli Ambassador Yechiel Leiter confirmed their intention to initiate a series of regular technical-level meetings in the coming months. The goal is to define concrete actions and targets across key areas of shared interest.

The roadmap, expected to be approved within 2026, will focus on strengthening energy security, advancing offshore natural gas development, promoting innovation and research, and enhancing regional infrastructure and connectivity. As an initial step, the four countries agreed to establish a dedicated working group on cybersecurity and the protection of critical energy infrastructure.

The discussions also underscored the strategic importance of regional energy connectivity projects linking Cyprus, Greece, and Israel, with potential opportunities for U.S. companies. Particular emphasis was placed on the India–Middle East–Europe Economic Corridor (IMEC), seen as a key initiative for boosting economic resilience and ensuring secure supply chains.

Participants reaffirmed their commitment to closer coordination on energy policy and infrastructure, highlighting its role in strengthening both physical and cyber resilience, deepening strategic ties, and enhancing regional diplomacy.

The meeting also marked the launch of the Eastern Mediterranean Energy Center at the Baker Institute for Public Policy at Rice University. The center is expected to support research, policy dialogue, and collaboration between public and private sector stakeholders across the region.

According to sources from the Cypriot delegation, the talks were held in a particularly positive climate, with all parties confirming a shared vision and strategic alignment. The next ministerial meeting is expected to take place in Israel within the next six months.
