Cyprus records a surplus of 4% of GDP at the end of 2025

Cyprus recorded a seasonally adjusted government surplus of 4.0% of GDP in the fourth quarter of 2025, while the European Union as a whole posted a deficit of 3.2% of GDP, according to data published by Eurostat.

According to the figures, Cyprus maintained a positive fiscal balance throughout 2025. The surplus stood at 5.0% of GDP in the first quarter, 1.8% in the second quarter, and 2.8% in the third quarter, before rising again to 4.0% at the end of the year.

Compared with the fourth quarter of 2024, the rate remained unchanged, while on a quarterly basis it increased by 1.2 percentage points.

In the euro area, the seasonally adjusted general government deficit stood at 3.0% of GDP in the fourth quarter of 2025, slightly down from 3.1% in the third quarter.

Across the European Union, the deficit edged up to 3.2% of GDP from 3.1% in the previous quarter.
