The preliminary General Government fiscal results, which are prepared by CySTAT indicate a surplus of €1,395.7m (4,0% of GDP) for the period of January-August 2025, as compared to a surplus of €1,328.9m (4,0% of GDP) that was recorded during the period of January-August 2024.
Revenue
According to CySTAT, during the period of January-August 2025, total revenue increased by €641.1m (+6.8%) and amounted to €10,102.3m, compared to €9,461.2m in the corresponding period of 2024. In detail, revenue from taxes on income and wealth increased by €178.3m (+7.1%) and amounted to €2,696m, compared to €2,517.7m in 2024. Social contributions increased by €243.8m (+8.4%) and amounted to €3,136.5m, compared to €2,892.7m in 2024.
Property income increased by €57.4m and amounted to €121.8m, compared to €64.4m in 2024. Taxes on production and imports increased by €41m (+1.3%) and amounted to €3,148.2m, compared to €3,107.2m in 2024, of which net VAT revenue increased by €47.7m (+2.3%) and amounted to €2,117.8m, compared to €2,070.1m in 2024.
Revenue from the sale of goods and services increased by €97.8m (+17.7%) and amounted to €651.6m, compared to €553.8m in 2024. Capital transfers increased by €45.8m (+65.7%) and amounted to €115.5m, compared to €69.7m in 2024. On the contrary, current transfers decreased by €22.9m (-9%) to €232.7m, from €255.6m in 2024.
Expenditure
CySTAT says that during the period of January-August 2025, total expenditure increased by €574.3m (+7.1%) and amounted to €8,706.6m, compared to €8,132.3m in the corresponding period of 2024.
In detail, compensation of employees (including imputed social contributions and pensions of civil servants) increased by €149.3m (+6.2%) and amounted to €2,544m, compared to €2,394.7m in 2024. Social benefits increased by €231.1m (+6.8%) and amounted to €3,622.8m, compared to €3,391.7m in 2024. Intermediate consumption increased by €84.6m (+10.1%) and amounted to €920.1m, compared to €835.5m in 2024.
The capital account increased by €131.8m (+22.9%) and amounted to €707m, compared to €575.2m in 2024, of which gross capital formation increased by €92.9m (+19.2%) and amounted to €576.7m, compared to €483.8m in 2024 and other capital expenditure increased by €38.9m (+42.6%) and amounted to €130.3m, compared to €91.4m in 2024.
On the contrary, interest payable decreased by €2.9m (-1%) to €287.7m, from €290.6m in 2024. Current transfers decreased by €16.6m (-3.1%) to €527m, from €543.6m in 2024. Subsidies decreased by €3m (-3%) to €98m, from €101m in 2024.
