As Coordinator of the European Union’s Dual-Use Export Control Global Programme, managed by the Foreign Policy Instrument of the European External Action Service (EEAS), Dr Kolliarakis oversees one of the EU’s most crucial strategic initiatives: ensuring that emerging and disruptive technologies are developed and traded responsibly, in ways that foster peace, stability, and trust — not tension or proliferation.

Over the past two decades, he has advised and collaborated with national ministries, European institutions, and international organisations including the European Commission, the European Defence Agency (EDA), the German Federal Foreign Office, and the Armed Forces.
