Cyprus' Natural Gas Public Company (CYGAS), also known by its Greek acronym DEFA, is in the process of searching for new premises and has announced a tender through which it invites natural or legal persons who have office space for rent to submit a declaration of interest.
According to the tender documents announced through the Electronic Procurement System (e-procurement), the office building should be located within the areas of the Municipality of Nicosia or the Municipality of Strovolos and more ideally near the capital city's Limassol Avenue.
The lease period will be three years with the possibility of renewal for two more periods of five years or as otherwise agreed.
General and technical characteristics
Based on the tender documents, the office spaces must meet the following general and technical characteristics:
- Required area: Approximately 1,250 sq m (+/-10%) according to the building plan.
- Number of employees: Approximately 50 people (excluding guests).
- Parking: A minimum of 30 parking spaces are required, including designated spaces for the disabled. Parking spaces must be located within or adjacent to the building and included in the rental proposal (public spaces do not count).
- Accessibility and configuration: Suitable spaces for people with disabilities, WC (men, women, disabled), utility rooms, air conditioning/heating, structured cabling, elevator (where required), storage areas, fire safety/fire detection, alarm, CCTV and access control system.
- Year of construction: After 2005 and ready for delivery no later than the end of this year, after any required modifications based on CYGAS' needs.
- Permits and certificates: All legally required permits (e.g. Building Permit, Final Approval Certificate, Use Permit), energy efficiency (at least B+ for existing, almost zero consumption for new), anti-seismic and static adequacy, architectural plans.
- Security and maintenance: The owner will be responsible for all maintenance and insurance costs (e.g. fire, earthquake, flood, theft, natural damage, damage from natural disasters), as well as cleaning of external glass curtains/panes.
- Possibility of configuration: The proposal should include the possibility of required modifications, the cost of which is borne by the owner.
- Evaluation criteria: Suitability, the degree of readiness of the property, the reasonableness of the rent and compliance with technical and legal requirements will be taken into account.
Submitting a proposal
It is noted that interested parties are invited to submit:
- Completed 'Expression of Interest and Financial Proposal' form
- Property title deed
- All legally required permits and certificates
- Architectural plans
- Topographical plan
- Energy efficiency certificate (B+ or nearly zero consumption)
- Static/seismic adequacy certificate
- Area measurement plan
- Photos of the building and parking lots
- Google map location
- Commitments from co-owners and parking space owners (if applicable)
- Completion schedule (in case of a building under construction)
Procedure and deadline
According to the tender documents, the expression of interest must be addressed to CYGAS and submitted within the e-procurement system by 25/09/2015 at 12:00.
