Football club APOEL announced it has received the official letter of approval from the Cyprus Football Association, allowing the club to obtain an exemption from UEFA’s three‑year rule for the proposed investment from Savvas Liasis’ ECM Group structure, subject to the conditions set out in the investor’s letter.
At the club’s general meeting in June 2026, members were presented with the outline of his group’s proposal: a new long‑term operating model (reportedly up to 40 years), an initial capital injection of around €12 million in the first year, and a structured plan to repay club debt (e.g. about €3 million per year).
Savvas Liasis, ECM Group Chairman:
"Following the particularly positive development regarding our investment interest and involvement in APOEL, we express our gratitude to the Cyprus Football Association (CFA) and UEFA for their cooperation, guidance, and contributions throughout the process to date.
This development is particularly significant, as it now allows us to move to the next and final stage. On our part, work will begin immediately to finalise the ultimate agreement between the parties involved."
