The third phase of the renovation and restoration of the pavements and building facades on Ledra and Onasagorou streets and their side streets, within the city walls of Nicosia, is entering its implementation phase.
This project is part of the strategic revitalisation and promotion of the walled city of Nicosia, with the aim of improving living conditions, preserving the architectural character of the area, attracting new residents and visitors and enhancing commercial and recreational activities.
The budget for the construction cost of the third phase of the project amounts to €5,500,000, excluding VAT, and based on the planning of the Municipality of Nicosia, includes -indicatively and not limited to- the following works:
- Road rehabilitation with the construction of new pavement and facilities for disabled people,
- Upgrading and undergrounding of public utility networks (Electricity Authority of Cyprus-EAC, District Local Government Organisation- EOA, telecommunications),
- Upgrading the rainwater drainage system,
- Installation of an irrigation system and "smart city" infrastructure,
- Planting trees and creating green shade,
- Installation of water features and taps for drinking water,
- Installation of new street lighting and urban equipment.
Tender competition for Project Manager
However, in order for the project to proceed without problems, the Municipality of Nicosia has proceeded with the announcement of a tender through the Electronic Procurement System (e-procurement) portal, for the selection of a Project Manager.
According to the documents, the subject of the contract to be signed will be the provision of Project Management services by the Contractor to be selected, within the framework of supporting the Employer during the implementation of the Project.
As stated, the Contractor will provide specialised technical support services, aiming at the correct, timely and consistent execution of the Project in accordance with contractual and legal requirements.
The services to be provided
Based, moreover, on what is stated in the tender documents, the services provided by the Project Manager indicatively include, but are not limited to:
- Monitoring the progress of the Project and coordinating all stakeholders with the aim of its effective implementation.
- The preparation, submission and updating of progress reports, programs, schedules and other documents provided for by the Convention.
- Contributing to the identification and monitoring of risks, deviations or delays, and submitting recommendations for their management.
- Monitoring the progress of deliverables, administratively assessing compliance with technical and legal requirements, and ensuring their proper submission for approval.
- Collaboration with the Project Coordinator and Engineer on all technical, administrative and contractual issues.
- Maintaining an organized file of the Project, monitoring payments, keeping records and preparing relevant files or documents (e.g. “as-built”, etc.).
- Contribution to the provisional and final acceptance procedures, as well as supporting the Employer in fulfilling its contractual obligations.
It is emphasised that the Contractor's services are provided throughout the execution of the Project, within the stipulated time and quality frameworks, and in accordance with the provisions of the Contract and the relevant legislation.
It is also noted that the Project Manager will act on behalf of the Contracting Authority (Nicosia Municipality) and under the supervision and instructions of the Responsible Contract and Project Coordinator and the Project Engineer and will not have decision-making or approval authority, nor will he be entitled to give instructions to the Contractor or other contractually involved parties, but only to recommend, inform and submit proposals to the competent bodies and persons.
It is also underlined that the Contracting Authority, throughout the duration of the Contract, will retain the right to unilaterally terminate the Contract, with written notice to the Contractor, at any time, in the event that, for any reason, the Project 'Redevelopment of the Pedestrian Area of Ledra, Onasagorou, Phase C-Roads' is not announced for implementation.
It is clarified that the termination will take effect after the expiry of the notice period specified in the notice, which will not be less than thirty (30) days.
The value and duration of the contract
It is worth mentioning that the total fee for the provision of Project Manager services amounts to seventy-five thousand euros (€75,000), not including VAT.
It is noted that the Contract will have a duration of 48 months from the date of commencement of the implementation of the Subject of the Contract or until the issuance of the Defects Liability Certificate and approval of the final account by the Employer, whichever occurs later.
It is noted, finally, that offers from interested parties will be accepted until 9 January, 2026 at 11am.
