Europe is not simply confronting another crisis. It is facing a crisis of direction. War has returned to its neighbourhood, rivalry among global powers is intensifying and public confidence in institutions is being tested. Disinformation, political polarisation and the rise of extremist voices are placing Europe’s democracies under increasing pressure.
In this environment, leadership is measured not only by the speed of decision-making, but also by the ability of institutions to defend democratic values, preserve social cohesion and assume strategic responsibility.
This will provide the backdrop to the address by Annita Demetriou, President of the House of Representatives of the Republic of Cyprus, at the 17th Limassol Economic Forum, taking place on Friday, 23 October 2026, at Parklane, a Luxury Collection Resort & Spa in Limassol.
Under the title “Europe in an Age of Uncertainty: Leadership, Democracy and Strategic Responsibility,” Demetriou will focus on three principles carrying ever greater political significance: leadership, democracy and responsibility.
A Stronger Europe Without Weaker Democracy
The European Union must protect its borders and interests, strengthen its security and reduce its strategic dependencies. At the same time, it must remain faithful to the principles on which it was founded: the rule of law, human rights, parliamentary scrutiny and democratic accountability.
The dilemma is clear: How can Europe become stronger without becoming less democratic? And how can it act more decisively without excluding citizens from the decision-making process?
Parliaments cannot remain spectators in this debate. They must promote transparency, modernise their operations and rebuild meaningful connections with the societies they represent.
Annita Demetriou understands the importance of representation. She is the first woman and the youngest person to serve as President of the House of Representatives of Cyprus. Her priorities include modernising Parliament, strengthening engagement with citizens, safeguarding human rights and advancing parliamentary diplomacy.
Her address comes at a moment when Europe does not simply need more leadership. It needs leadership anchored in democratic legitimacy, institutional credibility and strategic purpose.
Uncertainty may be the new normal. Inaction, however, cannot be Europe’s response.
