MONEYVAL Vice-Chair to Address the 12th International Compliance Forum

In an environment where compliance is no longer viewed merely as a regulatory obligation but as a critical measure of organizational effectiveness, institutions are being called upon to rethink how they manage risk, corporate conduct, and accountability. The focus is shifting from formal rule adherence to the demonstration of tangible impact through practices that strengthen transparency, credibility, and long-term sustainability.

This important topic will be addressed by Alfred Zammit, Vice-Chair of MONEYVAL, at the 12th International Compliance Forum, presented by ECOMMBX. The event will take place on 20 May at Parklane Resort and Spa.

In his presentation, 'When Compliance isn’t enough: The Global Shift to Effectiveness,' Zammit will explore the global trend towards a new framework for assessing compliance—one that places emphasis not only on the implementation of policies, but on their demonstrable effectiveness.

Zammit brings extensive experience in financial crime prevention and regulatory oversight. Since December 2023, he has served as Director of Malta’s Financial Intelligence Analysis Unit (FIAU), having joined the organisation in 2010. In this capacity, he is responsible for the strategic leadership of the Unit, which operates both as Malta’s national Financial Intelligence Unit and as a key regulator in AML/CFT matters.

He is also actively engaged in the work of MONEYVAL, serving both as Vice-Chair and as a member of the Maltese delegation. He has participated as an evaluator in mutual evaluation processes and has contributed to numerous assessments relating to Malta. His expertise extends to the European and international level through his participation in the General Board of AMLA and in the Egmont Group of Financial Intelligence Units, where he serves as Regional Representative for the Europe 1 group.

His participation in the Forum is expected to provide valuable insight into the evolving global compliance landscape, highlighting both the challenges and opportunities arising from the transition to an effectiveness-based approach.

Comprehensive Agenda

The Forum will address key topics related to operational resilience and technology, including DORA, data governance, third-party risk, and the breakdown of organisational silos. It will also explore the human dimension of compliance, the psychology of misconduct, and the extent to which increasing regulation simplifies or complicates organisational operations.
