Cyprus’ New Framework for the Screening of Foreign Investments

At a time when foreign direct investment (FDI) is under increasing scrutiny by governments and regulatory authorities across the European Union, Member States are strengthening their monitoring and control mechanisms. The protection of strategic sectors, the safeguarding of national security, and the need for transparency in international investment flows have led to the development of new regulatory frameworks that directly impact how investments are carried out.

The Professional Services Conference 2026 will take place on 21 April at the Hilton Nicosia and returns to shape the next era of professional services in Cyprus. It serves as the meeting point where strategy meets foresight, where industry leaders align around opportunities and policy directions, and where Cyprus’ vision as a modern, credible, and global professional services hub is reinforced.

In this context, Pantelis Christofides, Advocate, Director and Head of the EU and Regulatory Law Department at L. Papaphilippou & Co. LLC, will participate in the Professional Services Conference 2026. In his presentation titled The Republic of Cyprus’ FDI Screening Law: What International Investors and Their Advisors Need to Know, he will analyse the new legislative framework governing foreign direct investment screening in Cyprus and its practical implications for international investors and advisors.

The presentation will provide a clear and practical overview of the Cypriot FDI screening regime, explaining how it operates in practice, which investments fall within its scope, and how relevant transactions are assessed by the competent authorities. It will also explore how investors, corporate groups, private equity funds, and family offices can effectively structure their strategies, avoiding delays and regulatory risks.

Pantelis Christofides is an Advocate and Director at L. Papaphilippou & Co LLC Advocates & Legal Consultants and leads the firm’s EU and Regulatory Law team. His practice focuses on EU Trade Law, Foreign Direct Investment Screening Law, Competition Law, Concentration Control, Anti-Money Laundering, Privacy and Personal Data Protection, as well as Human Rights Law. He is a member of the Cyprus Bar Association and the Nicosia Bar Association, and serves as a Fellow and Co-Country Reporter for the Republic of Cyprus at the CELIS Institute.
