The Minister of Labour and Social Security, Marinos Moushouttas, is in Brussels to chair the European Union (EU) Employment and Social Policy Council (EPSCO) on Monday.
The Ministry of Labour and Social Security and the Secretariat of the Cyprus Presidency of the Council of the EU 2026 said in a joint press release that the Council will address, among other issues, the European Semester 2026, within the framework of which the adoption of the new Recommendation on Human Capital in the EU is expected. “The aforementioned Recommendation on Human Capital is a recent initiative of the European Commission within the framework of the autumn package of the European Semester, aiming to identify skills mismatches and shortages in the Union’s human resources and recommendations for better coordination of training and retraining and education policies,” the press release added.
The Council will also be informed by the Cyprus Presidency on the achievement of a preliminary agreement regarding the revision of the Regulation on the European Globalisation Adjustment Fund. “Through the revision, assistance to workers threatened with redundancy will be paid in a timely manner, which will allow them not only to return to the labour market as soon as possible, but also to maintain their existing jobs with different tasks,” the press release noted.
In addition, EU Employment Ministers will hold a discussion and exchange of views on the topic “From Innovation to Quality Jobs: Using AI to strengthen quality employment and workers’ rights”, in the presence of the European Commission Executive Vice-President responsible for Social Rights, Skills, Quality Jobs and Preparedness, Roxana Mînzatu and with the participation of Nobel Prize-winning economist, Professor Christoforos Pissarides.
